Determination of Quorum

Secretary John Hultgren:
A quorum of not less than 51% (12) of the Board of Directors for any regular or special meeting was not established. President Adams changed the purpose of the meeting to an advisory meeting only without any action being taken.

Financial Report

By Tom Adams for Jim Duke. $42,939.69 General Account.

 

Reimbursement Report

By Tom Adams for Jim Duke: Still having some issues with Coventry Cares. A survey is currently being conducted by KAPA on how the 3 MCOs are doing with ambulance providers.
Next meeting in July 25 in Elizabethtown between KAPA and the MCOs .

 

Legislative Report

By Joe Prewitt.
John Hultgren gave a presentation on the members of Congress that the KAPA legislative delegation (Tom Adams, Joe Prewitt, Jim Duke, John Hultgren, Joe Bradshaw, Mark Harrison, and Mike Phillips) visited on May 7 and 8 in Washington D.C. Discussed Medicare reimbursement issues, NFPA ambulance specifications, and medication shortages. The User-Fee program has been passed in both the House and the Senate (all Kentucky Congress members voted in support  of this bill that may assist with EMS medication shortages) and is waiting on President Obama’s signature.

 

KBEMS Report

On July 1 the recertification application online will go live. Paper forms are still accepted.
National Registry is now making all state pass rates available. Kentucky was last place in 2009 but has moved up 6 spots since.
Testing workgroup reviewed the RFP on all aspects of testing. The RFP is more of a research project that calls for a test developed like National Registry. Students could take this exam first before being approved by KBEMS to take NREMT. KBEMS would look at data from this test and compare with NREMT’s results.
The KBEMS listserve is sending out e-mails to instructors.
Education regulations are now at the LRC for their final review.

 

Conference Committee Report

By Tom Adams:
A number of adjustments and changes have been made to the conference this year, including replacing the awards banquet with a lunch-time awards program. Meetings have been moved to Wednesday instead of Tuesday following the Golf Scramble.
Mark Harrison reported that exhibitor registration forms have been mailed out.

 

Old Business

Tom Adams discussed a meeting KAPA had with the Kentucky Hospital Association and Tom Adams, Joe Prewitt, and John Hultgren to discuss the problem of no documentation being left at the patient drop-off location. It was a very positive meeting but work still remains to be done. KBEMS was thanked for facilitating that meeting.

 

Recruitment/Provider Education Task Force

By William Dukes and Jerry Domidion:
Met one time getting organized. Focused on identifying members. Discussed benefits of being members of KAPA, regional meetings. Will determine new members, returning members, and non-members to address membership. Have looked at a new display.

 

Vendor Provided Benefits

By Tom Adams.
Discussed FleetMatics which will now offer a 5% discount to KAPA members.
Discussed updating other vendor benefits information and adding it to the KAPA Internet site.

 

New Business

Regional meetings must be conducted before the next general KAPA meeting. Tom Adams will be asking all representative to get those scheduled.
Our KAPA liability insurance is coming up for renew. Mr. Duke feels that insurance designed more for boards would be more appropriate. Mr. Duke has obtained some quotes for liability insurance options.

 

Next Meeting

The date and time for our next scheduled board meeting was set for September 19, 2012 at 15:00 EDT at the Kentucky EMS Conference & Expo in Lexington.
