Financial Report

By Jim Duke. $117,692.77 General Account. Discussed liability insurance change. KAPA has 111 provider members and 8 affiliate members.

Legislative Report

By Joe Prewitt. Discussed meeting with Sen. Rand Paul in Elizabethtown, reporting this was a very good meeting. Some of the issues discussed with Sen. Paul and his staff were the Tri Care Reimbursement, NFPA 1917 ambulance specifications, and PCS forms. Joe Prewitt also discussed the NFPA 1917 ambulance specifications, reporting that there are on-going discussions of the new specifications with KBEMS and how these specifications will impact Kentucky.

 

KBEMS Report

By  Bill Young. Dr. Julia Martin will start Nov. 1 as the new KBEMS medical director. A new licensing specialist will be announced soon. Paul Phillips is the new data administrator. The education group met with the LRC last week and the next step in the LRC process is that the new regulations will be referred to a legislative committee. The target date for an effective date of the new Kentucky Education Regulations is Nov. 3. The next project is development of the advanced EMT regulations. Joe Prewitt reported that Jim Duke has been voted as the chair of KBEMS for the next year, and Joe Prewitt has been elected Vice Chair. Mike Poynter is the new KBEMS Executive Director.

 

Reimbursement Report

By Jim Duke. We have had 4 meetings with the new Medicaid MCOs this year and have made a little progress. We intended to have another meeting this week but hope to have another meeting soon.

 

Conference Committee Report

By Troy Walker: Everything with the conference is going well. 195 students registered as of today, along with additional staff and exhibitors.

 

Old Business

The Kentucky Hospital Association’s concerns about run forms being left at the hospital is still an issue that needs to be addressed. KAPA encourages all providers to leave some sort of patient documentation at the hospital.

 

Bryant Stiles

KAPA received notification during their board meeting that Bryant Stiles (State Fire Rescue Training and logistics coordinator for the Kentucky EMS Conference and Expo) has passed away this afternoon. Bryant was a good friend to the Kentucky Ambulance Providers Association and Kentucky EMS.

 

Recruitment/Provider Education Task Force

Skipped.

 

New Business

Tom Adams reported the results of the regional election.
Region 1: Troy Walker re-elected
Region 2: Randy Fathbruckner re-elected
Region 3: Terry Akin has retired. James Hacker (Ambulance Inc. of Laurel County) has been elected to the open position and appointed by President Adams to complete the term.
Region 4: No quorum at meeting
Region 5: Robin Barber re-elected
Region 6: Michael Mason and Tom Adams have been re-elected.

 

Election of At-Large Representative Positions

Tim Mahone re-elected and William Dukes elected.

 

Election of Board Members from Regions Not Having A Regional Meeting Quorum

Region 4: Mike Phillips re-elected.

 

Adjournment

This Kentucky Ambulance Providers Association Board Meeting was concluded at 16:23 EDT so that it could be reconvened with the newly elected representatives taking a seat with the board.

Officers were elected for the 2013 calendar year.
President: Thomas Adams re-elected
Vice President: Joe Prewitt re-elected
Secretary: John Hultgren re-elected
Treasurer: Jim Duke re-elected

 

Return to Session

The board was back in regular session at 16:27

 

Announcements

Jim Duke gave a public expression of appreciation to Terry Akin.
The board directed the executive committee to come up with some way to honor Bryant Stiles.
Ira Dyer discussed vendor discounts for KAPA members. President Adams appointed Mr. Dyer as chair of a new Medical Supply Vendor Task Force.
Joe Prewitt recognized an anonymous Platinum sponsor for the conference. Jim Duke reported that their booth was contributed to the Fellowship of Christian Paramedics, an organization which has donated many mattresses to ambulance services throughout Kentucky.

 

Next Meeting

The date and time for our next scheduled board meeting will be set for January and announced at a later date.
