A quorum of not less than 51% (12) of the Board of Directors for any regular or special meeting was established.

Financial/Reimbursement Report

By Jim Duke.

Sequestration budget cuts began April 1 and it may be until this September before this is addressed.

Kentucky Medicaid has recently begun requesting repayment of overpayments. The major issue seems to be that EMS billed for a transport and the destination facility did not bill for any services on the same date for that patient. Patients checking out AMA can cause this problem, as can date changes when it is close to midnight. Some instances have also been attributed to miskeyed data.

Medicare has been denying bills for patients who are DOA when the death certificate has a date and time prior to the time EMS arrived on scene (when the estimated/assumed time of death is before the pronounced time of death).

A discussion was held with the membership on ways that healthcare reform may potentially could impact ambulance services and reimbursement. Community paramedicine was also discussed.

Nancy Horn discussed how some states (not including Kentucky) have laws that prohibit an insurance company from denying an ambulance when out-of-network.

There is $101,882.73 in the KAPA General Account and $0.00 in the Conference PayPal account. 2013 membership as of April 18, 2013 is 121 providers and 9 affiliate members.

Legislative Report

By John Hultgren. A review of bills related to EMS which were introduced in the 2013 Kentucky Legislative Session.

 

KBEMS Report

By Chuck O’Neal. Block Grant and Data Collection regulations are currently in their public comment period.

KBEMS is currently accepting applicants for four new subcommittees.

The estimated move date for the KBEMS office from Versailles to Lexington is May 13.

KBEMS has been working on their statewide mass-casualty incident plan and a pilot program guidance document, and streamlining systems and procedures within the office in preparation for their planned move.

 

Conference Committee Report

By Tim Mahone: Bill Young from KBEMS has put out a request for speakers. We are probably ahead of where we were last year.

 

Recruitment/Provider Education Task Force

By Tom Adams. We have experienced an increase in membership because of the work of the task force.

 

Old Business

  • Washington DC trip planned for May for the KAPA Congressional Delegation. We currently have meetings scheduled with 5 of the 6 Representatives and are continuing to finish the scheduling process.
  • Member preferred pricing was discussed.
    • A packet with updated pricing from Boundtree was distributed.
    • Quadmed made a presentation.
    • Secure Stream made a presentation.
    • Cardinal Health made a presentation.

Motion made to develop guidelines for a web page on the KAPA web site where companies who offer specific marketing agreements for KAPA members could be listed. Second. Discussion. Passed.

New Business

Provider Spotlight discussed.

KAPA membership certificates were brought to the meeting and distribution was discussed.

 

Next Meeting

July 18 Region 6. Location and time to be announced.
