Legislative Report

By Joe Prewitt.

  • Meeting last month in Bardstown and U.S. Representative Brett Guthrie. Followup to last Spring meeting. About 25 KAPA members attended. Discussed Medicare and medication shortages. Discussed VA reimbursement. KAPA has continued to follow up on issues discussed.
  • Two prefiled bills for Kentucky Legislature. One (BR100) relates to Naloxone that would permit administration by first responders in apparent opiate overdose situations. BR140 would create for professional firefighters the inclusion of cancer caused by work environment as a hazardous duty benefit.
  • Joe Prewitt discussed a bill that is planned to be filed that would require high school students to be trained (but not certified) in CPR before they graduate high school. Mr. Prewitt motioned that KAPA support this bill with a letter of support. Second. Discussion on required curriculum; clarified that KAPA would be supporting a concept. Motion passed.

 

KBEMS Report

By Executive Director Mike Poynter and Deputy Director Charles O’Neal.

  • Settled into the new Lexington office.
  • Three regulations were passed on 9/21/13 and are now effective, including data collection regulations, advanced EMT, and block grant.
  • Bill Young is now in a contract position until his education position is filled. The position recently closed.
  • Forest Weyen will be leaving to be an EMS director in Vermont. His field operations director position is posted until this Friday.

 

Medicaid MCOs

  • Medicaid Committee will meet tomorrow morning for the first time.
  • OIG Report on Ambulance Medicare Utilization was received today. This will be published on the KAPA web site soon. It makes no recommendations but points out there has been significant growth in ambulance utilization.

 

Conference Committee Report

  • Everything is going great. Our student numbers are already higher this year mid-conference than last year’s total.

 

Recruitment/Provider Education Task Force Report

Old Business

No old business to address.

 

New Business

  • Coalition Against Bigger Trucks Request for Support. The American Ambulance Association is not supporting increasing the weight limit and length of heavy trucks and have asked for KAPA’s support against this legislation. Motion to send a letter of support against this legislation. Second. No discussion. Passed.
  • Report on Elections held at the regional level.
    • Region 1: Mark Harrison reelected. Allan Jones from Trigg County elected.
    • Region 2: Jim Duke and Joe Prewitt reelected.
    • Region 3 did not hold a meeting or election.
    • Region 4: Matt Bryant and Dave Eldridge reelected.
    • Region 5: Dave Sloane and Jerry Domidion reelected.
    • Region 6: Terry Fraley reelected.
  • Discussion on low turnout at regional meetings and ways to improve participation.
  • Discussion about retaining KAPA lobbyist. Motion to retain lobbyist at the cost of $2500. Second. Approved.

 

Election of At Large Positions that are Expiring/Election of Board Members From Regions Not Having a Quorum at The Regional Meeting.

Election Chair - Robin Barber.

  • For Region 3, Joe Bradshaw and Billy Duncan ran for reelection. No additional nominations. Motion to close nomination; second, approved. Motion to direct Secretary to cast one ballot for each; second; approved.
  • Nomination for At-Large Representatives made for Kevin Callihan, Rick Driskill, John Hultgren, Chris Winstead, and Mike Cottrell. Motion to close nominations; second; approved.
  • Kevin Callihan, Rick Driskill, and John Hultgren were reelected to their At Large position.

 

Adjournment

This Kentucky Ambulance Providers Association Board Meeting was concluded at 1611 EDT because officers need to be elected in a separate meeting per the KAPA bylaws.

The meeting was called to order at 1612 EDT by President Tom Adams

 

Election of Officers

Officers were elected for the 2014 calendar year.

  • Thomas Adams was nominated for President. Motion made to close nomination. Second. Approved.
  • Joe Prewitt was nominated for Vice-President. Motion made to close nomination. Second. Approved.
  • Jim Duke was nominated for Treasurer. Motion made to close nomination. Second. Approved.
  • John Hultgren was nominated for Secretary. Motion made to close nominations. Second. Approved.
  • Motion made for Secretary to cast one ballot each for each of the nominations. Second. Approved.

 

Announcements

Medicaid Managed Care Committee will meet tomorrow at 9 AM at the Kentucky EMS Conference.

The Conference Exhibit call opens tonight at 6 PM.

 

Next Meeting

The next meeting of the Kentucky Ambulance Providers Association will be in January. Location and date to be announced.
