Financial/Reimbursement Report

Medicare/Medicaid Reimbursement

  • Medicare extenders have been extended.
  • KAPA has secured Elizabeth Johnson (a former Kentucky Medicaid Commissioner) as our attorney and the committee met with her Wednesday. She will be representing us on Feb. 11 in a meeting with the Kentucky Medicaid Commissioner.

 

U.S. Representative Guthrie

Congressman Guthrie’s mother recently passed away. KAPA sent flowers. Mr. Adams read a very nice note that Rep. Guthrie sent acknowledging the flowers.

 

Legislative Report

By Jerry Domidion.

  • HB 205: KAPA participated in a press conference at the Capital to introduce this bill, which would require education in high school on CPR (not certification).
  • HB 145 (MOST): Legislation that would do away with the EMS DNR form and replace it with one standard form for all health care providers to use.
  • HR 51: Recommended dementia training (encouraged but not required).
  • SB 12: Naloxone administration. KAPA recommends not taking a position on this bill.
  • SB 44: Increases allowed weight on large trucks.

Mr. Adams asked for direction from the board. Motion to support HB 145 passed. Motion to oppose SB 44 passed.

KBEMS Report

By Michael Poynter and Chuck O’Neal.

  • Developed a new community paramedicine work group, meeting the fourth Wednesday of every month (these are open meetings).
  • Paul Phillips has been promoted to Director of Filed Operations. The data manager position previously held by Mr. Phillips has been posted.
  • Ambulance regulations will be rewritten this year.
  • KBEMS is looking into a process to further automate the recertification process.
  • A discussion on paramedic course accreditation was held.
  • In the process of contracting with a telephonic interpretation company. Ambulance services will be able to participate at a discounted rate.

 

Conference Committee Report

  • Attendee numbers were up. Education offerings were improved. There was no financial loss last year.
  • This year’s conference will be Sept. 23 – 26, 2014.

 

Recruitment/Provider Education Task Force Report

By William Dukes.

  • 2013 was a record year for KAPA membership.
  • Plan to update brochure and create a membership packet.
  • A discussion on providing promotional items as thanks for membership.

Motion to appoint Joe Prewitt to develop a membership packet at reasonable cost. Second. No discussion. Passed.

Old Business

No old business not already covered in committee reports.

 

New Business

  • Congressional trip this spring.

[Mr. Duke, Mr. Bradshaw, and Mr. Prewitt excused themselves from the board meeting.]

  • KBEMS Board Member positions. An anonymous ethics complaint has been filed with KCTCS over those holding both a KAPA board position and a KBEMS board position, which may be a conflict of interest. The KBEMS executive committee has asked Mr. Poynter to refer this to the state ethics executive committee. Discussion was held.

[Mr. Duke, Mr. Bradshaw, and Mr. Prewitt returned to the board meeting.]

  • Mr. Duke, Mr. Prewitt and Mr. Bradshaw will be recusing themselves from any KAPA board action until the ethics decision is received.

Motion to approve Congressional Delegation. Second. Approved.

Announcements

  • Georgetown Scott County EMS Conference will be April 17 – 18, 2014.
  • Stanford EMS Conference Feb. 22 – 23, 2014.
  • South Central Kentucky EMS Directors Symposium will be held April 30 – May 1, 2014.

 

Next Meeting

The next meeting of the Kentucky Ambulance Providers Association will be April 17, 2014 in Region 4. A location will be announced at a later date.
