Call to order

The meeting was called to order at 13:00 EDT by President Tom Adams. Ft. Thomas Fire Chief Mark Bailey, who hosted the meeting, welcomed everyone to Fort Thomas.

Financial/Reimbursement Committee Report

Legal fees paid for Medicaid work: $5,645.00

Recruitment/Provider Education Task Force Report

  • Membership/recruiting resources were handed out for each district.

 

Medicare/Medicaid Reimbursement

  • KAPA has met with the Medicaid Commissioner. Mr. Adams feels the meeting was productive. The Commissioner is looking at some changes. KAPA suggested that reimbursements be made at the Medicare rate. Mr. Adams feels the Commissioner understands that KAPA is serious about this topic.

 

Legislative Report

  • The 2014 Kentucky Legislative Session has come to a close.
  • The CPR training for high school students legislation was passed in the House but died in the Senate committee.
  • The Narcan bills did not progress.
  • The MOST bill passed in the House but did not make it out of its Senate committee.

 

KBEMS Report

  • The Ethics Commission is still reviewing the anonymous complaint received by KCTCS concerning board membership.
  • KBEMS has hired a new data administrator, Andrew Chandler, from the Dept. of Public Health.
  • KBEMS has hired a new director of education who begins in the position on May 1.
  • EMS Expo will be in Nashville this November. The Expo is going to provide free booth space to both KBEMS and KAPA, along with a registration discount promotion code for Kentucky providers.
  • Community Paramedicine: KBEMS is putting together a rough draft of a handbook, meeting three times already, addressing how it is accomplished and how payment can be received.
  • Advanced EMT: The regulations are in place. There are still things, such as curriculum, that need to be addressed. The new education director will begin working on this after they assume their new position.

 

Conference Committee Report

  • The educational committee has started their work. They are still looking for some additional committee members.
  • Randolph Mantooth has been verbally secured as a guest speaker with a contract pending.

Old Business

  • Washington D.C. Trip: The schedule with all of Kentucky’s Congressmen is almost complete, including a meeting with Senate Minority Leader Mitch McConnell in his Capitol office building.

 

New Business

  • None.

 

Announcements

  • Acknowledged that Ken Knipper (Chair of the EMS Committee for the National Fire Council and a former KAPA member) was in attendance.
  • The South Central Kentucky EMS Directors Association will be holding a symposium April 30 – May 1 at the Corvette Museum.
  • Mr. Knipper addressed the group on the commission on accreditation of ambulance services. Mr. Knipper recommended that our group keep an eye on this.

 

Next Meeting

The next meeting of the Kentucky Ambulance Providers Association will be July 17, 2014 in Region 3 in the Corbin area. A location will be announced at a later date.
